Purpose and Overview
Responsible for the performance of professional laboratory work including but not limited to the determination of chemical, physical, and biological properties of samples from the City's wastewater treatment plants and associated equipment. Responsible for conducting a variety of tests on the chemical, physical and biological process of the City's four wastewater treatment plants as required by the Wisconsin Pollutant Discharge Elimination System (WPDES) discharge permit and as needed for process control.
Purpose and Overview
Responsible for the performance of professional laboratory work including but not limited to the determination of chemical, physical, and biological properties of samples from the City's wastewater treatment plants and associated equipment. Responsible for conducting a variety of tests on the chemical, physical and biological process of the City's four wastewater treatment plants as required by the Wisconsin Pollutant Discharge Elimination System (WPDES) discharge permit and as needed for process control.
General Responsibilities
Knowledges:- Perform sampling and analysis of waste streams at various points in the collection system and at wastewater treatment plants
- Prepare and deliver samples to contract laboratories for analysis, as directed.
- Prepare chemical solutions for tests and operate still and deionizer for high purity water.
- Prepare and measure samples for oxygen demand, solids, pH, volatile acids, alkalinity, bacteria count, chlorine residual and other criteria as required.
- Analyze collected data to produce analytical results for process control and discharge permit compliance.
- Receive and collect samples from belt filter press to analyze for total solids, total volatile solids reductions, and quarterly sludge analysis parameters.
- Analyze or provide for analysis of wastewater treatment plant flow streams for metals, organics, and toxicity as required.
- Prepare reports for various regulatory agencies, as directed.
- Prepare materials and equipment required to perform all tests.
- Storage of laboratory data in electronic and other formats in compliance with regulations.
- Perform field work such as bypass and overflow sample collections, field maintenance and repair of sampling and monitoring equipment, permit required field inspections, and conducting non-routine sampling and surveys as needed.
- Perform other sampling, surveys, research and monitoring of water quality, flow rates, soil and sludge quality.
- Perform and / or support laboratory equipment maintenance as needed.
- Participate in inspection and split sample performance by regulatory agencies (the Environmental Protection Agency and/or Wisconsin DNR).
- Participate in performance evaluation by regulatory agencies (the Environmental Protection Agency and/or Wisconsin DNR).
- Attend meetings, conduct studies, and prepare detailed reports of findings, as directed.
- Follow established standard operating procedures to guide lab analysis and quality assurance.
- Participates in inventories and maintenance of all chemicals, equipment and supplies needed for the wastewater treatment plant laboratory operation and the collection of samples system wide.
- Train new personnel in the laboratory routine testing procedures, as directed.
- Train personnel in proper collection of samples and operation of sampling equipment, as directed.
- Work with plant operators when changes in operating parameters are necessary.
- Respond to on-call needs on a 24 hour emergency basis.
- Support and maintain the ESD laboratory State certification regarding analysis for those permit-compliance required parameters measured by our lab, as directed.
- Performs related duties as required.
Thorough knowledge of:
- Analytical laboratory work, chemical agents, required tests and procedures;
- Scientific laboratory methods and equipment;
- Computer applications, including work processing, spreadsheet and data base systems;
- Wastewater treatment plant operations.
Perform work independently;
Use scientific laboratory equipment;
Perform tests and examinations according to exact prescribed procedures;
Make accurate observations of test results;
Interpret and apply permit parameters in cost effective ways to meet environmental compliance;
Operate a computer using word processing, spreadsheet and data base software;
Work on a schedule to cover a 7 days a week operation;
Respond to on-call needs on a 24 hour emergency basis.
Safely lift 25 pounds from ground level to overhead level.
Requirements
Training and Experience: Any combination of training and experience which would provide the required knowledges and abilities is qualifying. A typical way to obtain these knowledges and abilities would be:
Equivalent to graduation from an accredited college or university with a bachelors degree in chemistry with two years of professional experience.
Special Requirements
Work Schedule: Requires schedule to support a 7 days a week operation.
License/Certificate Requirement: Possession of a Wastewater Treatment Operator's Certificate and advanced on-site laboratory certificate as issued by the State of Wisconsin within 24 months of employment date. Must obtain continuing education credit as required to retain operator's certificate as per Department of Natural Resources' regulations.
Driver License Requirement: Must possess a valid driver's license or be able to provide suitable transportation as necessary as approved by the department head.
Residency Requirement: None.
